Professor Liu, after receiving his B.S. degree in Civil Engineering from National Taiwan University in 1968, a S.M. in Civil Engineering in 1971 and a ScD in 1974 at Massachusetts Institute of Technology, joined Cornell faculty in 1974. He served as the Associate Director of the School of Civil and Environmental Engineering in 1985-1986 and as the Associate Dean for Undergraduate Studies of Engineering College in 1986-1987.

During his sabbatical leaves and short-term leaves from Cornell, Professor Liu has worked at various consulting firms, government laboratories and universities in California, Delaware, the Netherlands, Denmark, Spain, Norway, Japan, Korea, China, Singapore, Germany, Taiwan and Italy.

Professor Liu is a Fellow of the American Society of Civil Engineers (ASCE) and of American Geophysical Union (AGU). Professor Liu recived the Justice Foundation Faculty Fellowship from Cornell in 1978-1979 and J. S. Guggenheim Foundation Fellowship in 1980. He was also awarded ASCE's Walter L. Huber Civil Engineering Research Prize in 1078, John G. Maffatt-Frank E. Nichol Harbor and Coastal Engineering award in 1997 and International Coastal Engineering award in 2004. In 2008, he was elected the recipient of a Humboldt research award.

Professor Liu was honored with the Kwoh-Ting Li Chair Professorship at the National Central University in Taiwan in 2007. He was also elected as the Class of 1912 Professor at Cornell University in 2008.
